It's hard to see but I have a Behemoth Planetcraft fighting fleets totaling over 2.2 million in fleet power, not to mention the fleets throughout the rest of the Compound's territory.I find this weird too, but in my case I just had to search for some (too long) time. In my whole empire I had only one stellar body that supported some gigastructures. This was not on the latest version as I haven't played with gigastructural engineering for some months. Edit: If nothing helps you can use a command to place megastructures.
